Gas accretion in galactic disks

Evidence for the accretion of material in spiral galaxies has grown over the past years and clear signatures can be found in HI observations of galaxies. We describe here new detailed and sensitive HI synthesis observations of a few nearby galaxies (NGC 3359, NGC 4565 and NGC 6946) which show that indeed accretion of small amounts of gas is taking place. These should be regarded as examples illustrating a general phenomenon of gas infall in galaxies. Such accretion may also be at the origin of the gaseous halos which are being found around spirals. Star Formation and Gas Accretion in Nearby Galaxies

In order to quantify the relationship between gas accretion and star formation, we analyse a sample of 29 nearby galaxies from the WHISP survey which contains galaxies with and without evidence for recent gas accretion. We compare combined radial profiles of FUV (GALEX) and IR 24 {\mu}m (Spitzer) characterizing distributions of recent star formation with radial profiles of CO (IRAM, BIMA, or CARMA) and HI (WSRT) tracing molecular and atomic gas contents to examine star formation efficiencies in symmetric (quiescent), asymmetric (accreting), and interacting (tidally disturbed) galaxies. In addition, we investigate the relationship between star formation rate and HI in the outer discs for the three groups of galaxies. First Detection of Molecular Gas in the Shells of CenA

Shells are faint arc-like stellar structures, which have been observed around early type galaxies and are thought to be the result of an interaction. HI gas has recently been detected in shells, a surprising result in view of the theoretical predictions that most of the gas should decouple from stars and fall into the nucleus in such interactions. Here we report the first detection of molecular gas (CO) in shells, found 15kpc away from the center of NGC5128 (CenA), a giant elliptical galaxy that harbors an active nucleus (AGN). The ratio between CO and HI emission in the shells is the same as that found in the central regions, which is unexpected given the metallicity gradient usually observed in galaxies. We propose that the dynamics of the gas can be understood within the standard picture of shell formation if one takes into account that the interstellar medium is clumpy and hence not highly dissipative. The observed metal enrichment could be due to star formation induced by the AGN jet in the shells. Influence of hole size on the extraordinary transmission through subwavelength hole arrays

We show that the extraordinary transmission of light through an array of square subwavelength holes is strongly influenced by the size of the holes. For small, square holes (air fraction below 20%), the dependence of the normalized transmission (transmissivity) on hole width greatly exceeds the expectations on the basis of conventional aperture theory. For larger holes, the transmissivity saturates. Moreover, the positions of the transmission maxima shift when the size is varied

Het verlaten van de plaats van een verkeersongeval

Deze bijdrage gaat over het verlaten van de plaats van een verkeersongeval, hetgeen strafbaar is gesteld in art. 7 van de Wegenverkeerswet 1994. Op basis van literatuur- en jurisprudentieonderzoek wordt ingegaan op de bestanddelen van dit artikel en daarmee verband houdende thema’s. Het gaat daarbij om de normadressaten, hun bewustheid ten aanzien van het ongeval, de identiteitsvaststelling en zelfmelding van degene die het ongeval heeft veroorzaakt of daarbij is betrokken en het in hulpeloze toestand achterlaten van slachtoffers van een verkeersongeval. In verband met dit laatste wordt betoogd de ‘hulpeloze toestand’ ruim uit te leggen

De bijkomende kosten van een verkeersboete

Sinds 1990 worden lichte verkeersovertredingen bestuursrechtelijk afgedaan via de Wet administratiefrechtelijke afdoening verkeersdelicten (Wahv). De verkeersovertredingen waarvoor dit geldt worden in de bijlage bij de Wahv genoemd. Tevens bevat deze bijlage de per overtreding op te leggen boete. Deze boete is gefixeerd , zodat de kosten van een lichte verkeersovertreding voor de overtreder gelijk zijn aan het bij de overtreding voorziene boetebedrag. Daarnaast kan de verkeersovertreder tijdens de afdoening krachtens de Wahv worden geconfronteerd met bijkomende kosten. Het gaat dan om de verplichte zekerheidstelling in de beroepsfase, wettelijke verhogingen en invorderingskosten tijdens de inning van de opgelegde sanctie en griffierechten tijdens de verzetsprocedure. Bovendien wordt sinds 1 juli 2009 bij elke opgelegde boete een vast bedrag aan administratiekosten (€ 6) in rekening gebracht. Deze doorberekening van administratiekosten is onlangs door een kantonrechter te Amsterdam niet toelaatbaar geacht. Deze beslissing is om diverse redenen opmerkelijk

De voortschrijdende bestuurlijke handhaving van het verkeerssanctierecht

De laatste decennia is een ontwikkeling gaande waarbij niet langer enkel de strafrechtelijke afdoening bepalend is maar handhaving van het verkeersrecht door middel van bestuurlijke afdoening terrein wint. In dit artikel wordt een overzicht gegeven van de strafrechtelijke en bestuurlijke mogelijkheden om het rijbewijs van een bestuurder af te nemen. Het gaat dan om de strafrechtelijke invordering en inhouding van het rijbewijs, de ontzegging van de rijbevoegdheid, de bestuurlijke vorderingsprocedure, de recidiveregeling ernstige verkeersdelicten en het alcoholslotprogramma. Met dit scala aan afdoeningsmogelijkheden kan het voorkomen dat de bestuurder van een motorrijtuig geconfronteerd wordt met een strafrechtelijke en bestuurlijke handhaving waarbij in beide handhavingstrajecten de kans aanwezig is dat hij zijn rijbewijs (tijdelijk) verliest. Daarbij rijst de vraag of er sprake is van een dubbele bestraffing. Deze vraag wordt behandeld in samenhang met relevante rechtspraak van het Europese Hof voor de Rechten van de Mens. Op basis hiervan wordt geconcludeerd dat bij ernstige verkeersdelicten bestuurlijke handhaving naast strafrechtelijk handhaving juridisch toelaatbaar lijkt, waarbij wordt aangetekend dat dit voor de recidiveregeling ernstige verkeersdelicten minder evident lijkt
